Almost all utility meters have a provision for a lock out function. In other words utility companies can indeed lock-out a customer from water, electric or gas services for non-payment. The interesting thing worth understanding is that locks for utility meters are usually non-standard type locks that require the use of a special key to lock and unlock. In most cases the lock used is a cylinder type lock that uses a plunger type key. There are cases where customers have attempted to pick these locks with a screw or other household item. This is not recommended as it damages the lock rendering it useless. There are a number of videos that have surfaced online that show this poorly planned procedure. The subject of utility meters and lock-out procedures has seen a huge rise in popularity as recent economic times have become more challenging making it more difficult for customers to pay utility bills.
